You're on the right track! (I went to school in N'awlinz--so sad what's happened to that town, it's hard to even talk about it)...but the song is actually about the rival tribes that used to gather to do literal battle on Mardi Gras day--turf wars, as it were...in later years the fighting took the form of musical taunts and efforts to outdo the other tribes--or in the case of the city, different wards and sections of the city, in everything from colorful dress to drum competitions...
so the lyrics like "My Spy dog see your spotted dog sittin by the bayou...my spy dog say your spotted dog, 'gonna set your tail on Fiy-O" are warnings of the "battle" to come...same w/my Grandma say your grandpa 'gonna fix your chicken Wiy-O"....it's just great rollicking stuff...and BTW, my recommendation for a version that kicks butt is one w/the Neville Bros. from 12-31-87 New Years....doesn't get any truer to the Crescent City sound than the Dead w/the Nevilles.
